Background

A follow up for #2980

Dependent on #3055 and #3056

This issue captures work required to drop using following tables in the services codebase.

  1. auction_prices
  2. auction_orders
  3. surplus_capturing_jit_order_owners
  4. solver_competition

Details

Read all data from new auction and proposed solutions tables.
