feature request: adding (when="var>3") parameter in snoop()

@pysnooper.snoop() helps a lot however sometime we just need information under specific conditions and don't want bunch of messages in the screen or log file.

That's a cool idea. It's a bit more sophisticated than I'd like, but it's cool. Please include multiple examples of usage and describe exactly how the condition will behave.

I thought about this but wasn't sure if there was demand for it. I created an issue to discuss it (and other possible similar APIs) here: alexmojaki/snoop#5
