The Contao Manager can be run when disabling the PHP Open Basedir option in the virtual host configuration. However, the Contao Manager is currently unable to detect a valid PHP binary and if you provide the correct path to any of the PHP CLI binaries (/usr/bin/php, /usr/bin/php7), Contao Manager will still claim that "this path does not contain a valid PHP binary".
