[v4.9]VM does not exist error with podman machine ssh command

Issue Description

This is same issue #21183
PR #21207 is not reflected.

Steps to reproduce the issue

1. git clone https://github.com/containers/podman.git
2. git switch -d v4.9.4
3. make podman-remote
4. Run podman machine ssh <command>

Your PR was never backported so it is to be expected that it takes no effect on 4.9.
I don't think we plan any further 4.9 releases so I don't think we will fix that.
