Ideally we could build filesystem images with fs-verity enabled inside of them, entirely in userspace, without needing to use our fix-verity hack (which boots a VM, mounts the image, and runs a little script to call fsverity enable on everything).

I got that working for the first time today, but it required a large number of patches:
