Drop annotations feature

Instead of allowing users to create annotations in neuprint, we should simply encourage them to use clio instead (with an embedded link somewhere).

But before we actually drop the annotation feature...

• Do we know if anyone has been using it?
• Could there be annotation data that we need to port into clio somehow?
• Should we just notify users that created annotations and offer to export the annotations for them?

I haven't seen any significant annotations from external users. I think we can simply drop the annotation function in neuprint and add a link to direct users to clio to annotate data.

Just checked again. There might be a couple of annotations we may need to keep for further investigation.
