When the chain state was exported into a genesis, the (spiked) bootstrap process does not work proper anymore.
The engagement group may need to changed as new validators onboard but the contract state in wasm is not updated, the valset contract state may be outdated as validators provide new gentx with new pubkeys.
🤔 Can the stake contract be outdated?

This includes genesis validation.
