Hi,
I'm using your owl_slider v 2.5.3 package with TYPO 7.6.22.
Per default the slides will change each 8 seconds.
Each try to decrease the duration failed and it still waits 8 seconds before the next slides fades in. May that be an issue?

Yes, it looks like an Issue.
But we have an other Issue open, the Owl Carousel JavaScript we use in this Extension is obsolete and we have to update zu V2.
Please feel free to make a pull request.
