linux is sending a duplicate event under certain conditions (making a new dialog / popup?) #1363

Describe the bug

For the screen zoom shortcuts: Ctrl+ or Ctrl- two events are sent. Also for lookup: Ctrl,

I have verified that two keychord events are being received and that moving up the SetHandled had no effect.
