Create technical infrastructure for FAQ in Django

FAQ should be displayed on a separate page. Adding new questions and answers should not require too much coding skills :)

Since there is not Django package for FAQ that has support for Python3, we're going to have to build this ourselves. Questions and answers are going to have to be available in different languages.
