Description of the bug

Toggle Membership Publicity no longer gives you a byond logo icon in front of your OOC messages

What's the difference with what should have happened?

Others can now see if you are a BYOND member.
Should display a little BYOND globe in front of your name in OOC chat

How do we reproduce this bug?

  1. Have byond supporter
  2. Toggle Membership Publicity
  3. Send message in OOC

similar to tgstation/tgstation#86765, just needs better handling for when the byond server flakes out on us
