Description of the bug

Corporate Liasion cant open the shutters for their Containment unit now. Judging by admin test - this problem was caused by lack of access level on basic CL ID Card - I'm unnable to see option to open shutters to containment cell on CL Office's Terminal.

What's the difference with what should have happened?

I was expecting to have access to contaimnent cell as CL, via button or via terminal... Yet I have none.

How do we reproduce this bug?

Pick CL
Search your office for non-existent button
Log-in into terminal using standart Almayer CL ID Card
...
Profit! You'll see that you lack access to use anything aside from viewing access logs, which are also aren't showing, but that's the problem for another time.
