Bad encoding of one of the geojson files for Saint-Lawrence region #87

While working on integrating all our test data, I found that the geographical areas of the Saint-Lawrence have an encoding issue:

It would be best to convert the related geojson file that contains those regions to UTF-8.

Should be an easy fix
