Transform ODI NetCDF metadata into CIOOS YAML format

The Ocean Data Inventory at BIO has provided some NetCDF files that should be close to what the national DFO standards committee will likely be recommending. Planning to parse these NetCDF file headers and variable information to populate a CIOOS-formatted YAML metdata file.
