Initialize a discovery controller on every GW #248

Following this PR - #127, we need to initiate an instance of the discovery controller on every nvmeof GW:

It should run on the same container as the GW control and SPDK.
It should listen on the same IP address of the GW (but different port).
It should return the discovery log page based on the OMAP file data.
