Entries encoded differently in Firefox and IE

What steps will reproduce the problem?
1. Type more than one line of text into rte-light from IE 7 or 8.
2. Type more than one line of text into rte-light from FireFox 3+

What is the expected output? What do you see instead?

I expect to see the same output.  But under IE whenever I enter a line it 
is wrapped in paragraph tags.  Under FireFox I get line breaks instead.

Note, I prefer the behavior under FireFox.

What version of the product are you using? On what operating system?

version 0.5.1 under RedHat 5/Apache 2.2.3.  Testing firefox 3.5.5 and IE 8.

Please provide any additional information below.
