Show filters before initial search

When I run this report, it takes quite a long time before I even get to the filter options since it seems to run the report right off the bat without filters. Then, it has to run again with my chosen filters.

I have a feature request that would allow the filters to be chosen before any report is run, so that it only needs to be run the one time.
