Will likely need to make a custom one for silverblue.

Trying to install kate leads to:

cp: cannot create regular file '/run/systemd/resolve/stub-resolv.conf': Permission denied
dpkg: error processing package systemd (--configure):
 installed systemd package post-installation script subprocess returned error exit status 1
Errors were encountered while processing:
 systemd

on ubuntu but works fine in debian.

Using this for now to build the image locally: containers/toolbox#483
