[EVM Reader] Read Inputs in smaller batches

📚 Context

The current 2.0 Input Reader Implementation is reading all inputs on a given block range. This block range could be huge and experiments shows unwanted behavior on Infura and Alchemy

✔️ Solution

If the number of blocks is larger than a threshold , read them in smaller batches to avoid memory consumption problems
