Carbon coverage: Tab update

Currently, when a user runs the plugin, all tabs appear regardless of whether there are associated issues to be shown. For example, even if there are zero color issues, the color tab will appear displaying Color (0).

The plugin should be updated to only show a given tab if there are associated issues in the last scan. So in the scenario above, the Color tab would not appear in the tab line-up.

• Update plugin to only display tabs based on the last scan so that a tab with no associated issues will not appear in the set.
