Add withSmartQuotes utility function

As a continuation of #721, let's have a withSmartQuotes utility function that passes in a string and return a string processed with smartypants.

For starters, let's use this for non-MDX indexed content, anywhere we render:

• Asset, library, or design kit name, description

is this issue to create said function or to create it AND update pages to use it?
Also keep in mind this will need the sonarcloud regex explorations as well since it'll be a different package
