Not sure if this actually a bug or simply a limitation of snaps.
The .deb version of steam will per default launch and utilize the discrete graphics card. nvidia-smi will display the steam process.
The snap version requires an explicit "Launch on discrete graphics card".

$ snap --version
snap    2.55.4
snapd   2.55.4
series  16
ubuntu  22.04
kernel  5.15.0-27-generic

$ snap info steam
...
tracking:     latest/edge
...
installed:          1.0.0.74            (8) 197MB -

The Steam deb doesn't seem to appear in my nvidia-smi from my testing recently. Can you confirm?
