Improve visibility of CI status, publishing status, etc, across our repos

Context

We manage a lot of repos and lack visibility on CI failures, publishing failures, etc at a glance. We need to implement something to solve this issue.

What might help is the charm engineering releases page, which is driven by badges. We should look into that to see if it is everything we need, or if we can extend it, etc.

This issue might also overlap with #130
