nova-network is not showing while running nova-manage service list

After google to find the possible root causes, it seems probably a iptable issue which is preventing nova-network from working properly. However I didn't find any concrete solution for this. Any suggestion would be really helpful. Many thanks.

If a document could have been made with quantum installation instead of nova-network that would another great effort.
