Speed up the schedule method

The schedule method gets called frequently and is a bottleneck, particularly when there are a large number of slaves or fast tasks. To some degree this is necessary, but hopefully we can tune this function to make it more efficient.

Note that if there's anything that's less correct (perhaps probabilistically correct) but faster, it's probably worth it.
