Also removed concept of plugin initializer -- that's already handled by `init()` methods.

This PR adds the
kubesecretprovider.It also removes the concept of the initializer function from plugins. All plugins were using the
noopinitializer, it was not useful.How to test these changes?
Tested locally against kubernetes clusters I have access to.
