Amazonka 2.1 Planning

I hope for Amazonka 2.1 to be a relatively simple release where we pick up any issues surfaced from 2.0's wider adoption, and any issues that were deferred to post-2.0 that people seriously care about. We won't be advancing botocore in 2.1 because that will require some serious work on the generator side of things (see #957, #888); I hope to do that as part of 2.2.

At some point in the near future I intend to go back through the Post 2.0 label, but if you're affected by any of these issues and want to advocate for them to get some attention, this thread would be a good place to do that.

I've gone through the issue tracker and PR list, and added in everything which seems reasonable for a 2.1 release.
