Once #285 is completed we will need some client-side code to relay block headers from Bitcoin to the smart contract.

Additional context
Review the previous code we had here: https://github.com/interlay/interbtc-clients/blob/bfae54cf9a37246a98d6fc0137aaf911436b86ab/vault/src/relay/mod.rs#L35

May depend on #154
