Account level sticky comments would be helpful to display on records as I have been using them to indicate whether the max action has been taken to an account and there isn't much else to be done as new reports are submitted.
Volunteer mods have a hard time navigating Ozone to see that and in any case would require extra clicks if people are reporting multiple posts from the same account en masse

We favour account level labeling, since this surfaces bad actors who mix benign content with malign to hide in plain sight (e.g. 60/40 propaganda accounts, abusive list makers with a respectable-looking TL). But users often report at the post level because it's quicker.
It might be good to have a config setting to allow for moderation service policies that are either aggressive ("label account") or conservative ("keep it granular") and toggle account-> profile-> post label inheritance in the moderation UX accordingly in a display of "effective labels" on a given report event. Might be overkill though, just show them all is my instinct.
