Currently, we don't have any sophisticated mechanisms for specifying the toolbox. Ideally, we'll have two ways:

Basic pallets: have a few common setups. Probably "Computational Thinking", "Python Intro", "Intro CS", "Useful Python", and "Full Python".
Fully customizable mode where you give the explicit XML of the toolbox.
