Can you add a Transifex, Weblate or Crowdin web based solution for translations? Trying to translate but the new created folder fi-FI won't show etc.

I tried to create the new folder to locales, but the system only suggests "create new file" but this should be a folder? I tried it anyway but now i can't find that file or folder where to copy general.json etc?

So as in title, could this translating be made easy for everyone? Many projects just use those web based solutions. I'm all confused with Git and Github and even the directions and don't know how to even start. I just would like to help on translation.
