The /connections protocol is being deprecated, we need to update the service to support OOB connection initiation.

I think this issue is lower priority, since the BC Reg issuer is already connected and we don't deploy new instances of it. Once we update the aries-vcr-issuer-controller repo it should be pretty easy to copy the changes over when we need them.
