Since our competitors will now be able to upload snek code and play matches/scrims against each other, we will need a way to specify what type of submission a tournament should use for its competitors. Limiting a tournament to e.g. MIT-only is currently doable (by setting the eligibility) so this will just determine what submission to use from the eligible competitors. This issue will also cover any configuration that is necessary to get scrims to run independently for python/java.
