Obviously sentiments are very divided in white Maryland in the early 20th cent - you are focused just on the Democrats in providing context for the memorials, which is fine, but I'd recommend explaining the Dem party in Maryland a bit more. The quote from Heflin, for example - is this standard rhetoric for these rallies or is it an outlier?
Could a timeline looking at what party held positions in the City Council, Mayor, and Governor help explain this issue? It would be helpful to have a separate piece that looks at the political history of Baltimore and Maryland as a general reference - there may be relevant resources already available from Maryland Historical Magazine.
