GPS location is not captured when editing an individual

Scenario

1 do not enable location for the user
2 register
3 enable location on the phone
4 edit profile (permission is not asked and the location is not captured)
5 start registration of a new individual (permission is asked)
6 edit profile of existing individual and now you can capture the location

a) permission should be asked in step 4
b) this may be an issue with other edits too, but haven't tested
