Rails 5 adds a new bin/update script per rails/rails#20972

Enhance Strap by having bin/setup obliterate local config files and set them back to defaults, and then have bin/update to do the merge process we currently use within bin/setup.

This change will need to be clearly communicated amongst the dev team once active.
