Upgrade v3 hub kernel to 4.19.x imx version

In the Yocto meta-freescale code circa the 3.0.3 release there is a 4.19.x kernel package - this may have been in the older 2.7.x stream as well, but I didn't look at it then. Will need to update our kernel patches to this new code and test out the new kernel. I don't have time for that today. so creating this issue for when I have time down the road...
