IE11: switch toggle shows with Activated color in either status of active or deactivated #129

OS: Windows 10
Browser: IE 11

Steps to reproduce:

Click on "Manager your choices"
Click on any "learn more & set" list item
Click on "Allow All"
Click on "Disallow All"

Excepted:
Switch toggle buttons background return to gray (deactivated) deactivated color

Actually:
Switch toggle buttons background remain activated color
