[WIP] Update upper bound for protobuf to support < 6.0 #31813

Updates the upper bound for protobuf to include versions under 6.0. Continuing work started in #30556, the new google-api-core version should allow us to support protobuf 5 in Beam Python. This is a work in progress, with the PR being used to ensure our integration tests are passing.
