Fix numpy install when building wheels #28531

Right now, we're running into failures building wheels https://github.com/apache/beam/actions/runs/6230338095/job/16910242296

The failures come from installing the new numpy version with error: No BLAS library detected! Install one, or use the allow-noblas build option (note, this may be up to 100x slower for some linear algebra operations).

Fixed following guidance here - numpy/numpy#24703

Closing so I can reopen on a branch on the main apache/beam repo to make testing the workflow easier
