Describe your Changes
I have written a CONTRIBUTING.md as well as CODE_OF_CONDUCT.md for the project's repository. The Code of Conduct is the latest version of one of several templates that are standard to GitHub projects, with only contact information added. The Contributing Guidelines address some key recommendations to help developers meet maintainers' requirements including the topics:

This directly addresses Issue #664, Documentation: Contributing Guidelines / Code of Conduct.
Include Appropriate Tests:
As these only affect .md files for repository management, they do not affect the rest of the code base or require testing.
