Follows up on #2260 to resolve the comment from @webknjaz regarding a matrix of Python versions: #2260 (comment)

Looks like the PRs merged for #2177 to stable-2.17 and stable-2.16 did not work as expected and the pip-compile-dev workflow is still failing for older versions because Python3.10 is not available.

Nuts. I don't think I'll be able to get my suggestion in #2260 (comment) to work because you can't set session.python directly.
