[Enhancement] Ensure Netplan permissions

Summary of Request
Ensure Netplan configuration should not be accessible by others. There's a warning if run netplan apply and settings are world readable. This could be also handled by UBUNTU22-CIS

Thank you for raising this, I am not able to find this as required as part of CIS v1.0.0 pdf, have you seen this listed elsewhere in official documents?
