host pings but system does not find it. from same mac computer

ping 38.95.11.253, it does ping from the same MAC. The tool does not see it.
To Reproduce
Steps to reproduce the behavior:

1. Go to '...'
   ping 38.95.11.253
2. with the tool, scan 38.95.11.0.24
3. if .253 is red, right click and choose scan
4. it should find it because It pings from the same box.
