License change and Data Spiking mitigation

This release has two major updates:

• License change to CERN Open Hardware Licence Version 2 - Strongly Reciprocal - that is to prevent any modification and make it commercial without disclosing improvements or amendments to this design
• Data spiking mitigation via prerequisite Prerequisite - TCP Server - Waveshare Firmware update - v1.486 or v1.490 #17 and config amendments to TCP Server - Multi-host non-storage type
