Add admin network

Currently the adminpc's are in the lan-network. Create admin-networks. Admins are allowed to access all networks. Add the network to the terragrunt/bootstrap

@whotwagner new admin network for now only in bootstrap for future scenarios, or should the adminpc2 in for example terragrunt/videoserver then already be added to the admin network?
i think the admin ip 192.168.100.223 is only hardcoded in scenario 3, and 192.168.100.222 in scenario 1 but maybe i missed something

put all the admins into the admin-network and change the ip-adresses in the run/playbooks. we will create new datasets at some point
