Mouse drag & drop does not work when option "Minimize When Inactive" is enabled

After I open Clipping Manager, Tools menu and disable "Minimize When Inactive" I can see that i can start rearranging items using mouse drag and drop. Before that it was not possible, window immediately disappeared when i move with dragged item one pixel. Instead the window may minimize after i move outside of the window area...?

I think that this is confusing and if the "Minimize When Inactive" option is active by default possibly not be.
