Port the enhancement from aecreations/clippings#434.

This will require that the user upgrade Sync Clippings Helper to a newer version that supports compressed sync data. See related issue: aecreations/sync-clippings#18.

Add a checkbox option in the Sync Clippings settings dialog to allow user to turn sync data compression on or off, in case the compression causes issues. Also, show a link to download the latest version of Sync Clippings Helper if the user doesn't have it already.

    Requires Sync Clippings Helper 2.0 or newer. **Download now**
