iceweasel makes folder in C:\ProgramData

since v118 iceweasel with libportable makes folder in C:\ProgramData on windows 8, v117 and v116 with libportable don't do that.

I fixed it by creating Iceweasel.cfg in the App folder and adding the line lockPref("toolkit.telemetry.cachedClientID", "");
