To avoid confusion, Documentation need to be improve stating that --user-filter only limited user list on the directory side and not adobe users list.
As a result when running --user-filter with --adobe-users-action or --process-groups this ended up removing users from mapped group or console because existing adobe users that is not part of the --user-filter is now treated as stray users.
